Penalty with excess fare

I hv an ureserved ticket of a express train. I cdnt find any TTE at originating station. But I saw a TTE at succeding stn and asked to validate my ticket in SL class. However seats were available. But i hv to pay 250 as penalty n excess fare too with reason as why I sdnt hv approched at my originating station. In fact they were not avl at their resting seats near pentry car when I searched them initially . Just advice me wat sd i do..?
