This error is because of IRCTC server down may be because of very heavy traffic especially at 11 am.
The only solution is keep trying. Try reloading IRCTC because everybody is doing this.
If you get server error after bank payment and the URL looks like : https://www.irctc.co.in/eticketing/BankResponse ....
then try reloading this URL. Instead of retrying this booking, check if ticket has been booked within "Booked Ticket History" within 5 minutes. Sometimes even if booked successfully it may take upto 5 minutes to appear.
