Under ordinary conditions, you can't perform journey against lost Tatkal (PRS/Paper) ticket.
But there is a provision in Railways that under Emergency situation you can pay full fare(100% cost again) and you will be allowed to travel on your lost Tatkal ticket( here is the link). You'll need to carry your ID proof and your name should appear in chart prepared.
So you need to go to GRP and file a complaint about loss of ticket at the booking counter. You also have ready emergency reason with you. Then you can pay the 100% ticket fare in train only and you'll be allowed to travel on your seat(as if you've got your duplicate Tatkal ticket).
I've confirmed this with Railway station too so I've given you a practical answer and not the theoretical one.
