Actually I planned to travel from TPTY to CVP on 23rd this month in Train no:16688 , so I need to book Tatkal on 22nd. But the train Which I need to book the ticket is getting started from the Jammu 3 days before, so is it possible to book a Tatkal ticket for the running train?

The Tatkal quota for any station for a train opens when quota opens for the very first station from where it starts and closes only after chart preparation of the specific station.
For example if you have 5 days train journey from Delhi to Kanyakumari and you want to travel on 21st with the following stops:
21st Delhi
22nd Agra
23rd Nagpur
24th Chennai
25th Kanyakumari
So on 20th 10 am onwards you can book Tatkal ticket from Chennai, Nagpur( or all stations). And Chennai quota will be open till it's chart preparation ( typically 4-6 hours before train departure from Chennai if it's not early morning departure.)
