Mobile Number Disable

My number was being used by a person for his id but on my claim he changed it with his number. Now when i am trying to register my number for my personal id with my e-mail id, it's being declined with a message- "Mobile Number has been Disabled till New Mobile No change Frequency days are over".
Can anyone help me on this issue. It's quite urgent.[/color]
