You can't. To prevent agents and unauthorized agents - IRCTC wants to keep a check on such activities. That's why it wants to remember your email id and mobile numbers forever.

Though you can change both of them but you'll need access of your account to change either of them.

Yes just change both your email id and mobile number in your existing IRCTC account. It is same as deleted.
