No you can not login from two different places from one account at a same time. As IRCTC will automatically Log out from another place from were you have logged in first.

But if you want to go into IRCTC from 2 different places at a same time you have to go from 2 different IRCTC accounts.

You can also create different profile browsers like google chrome, mozilla firefox which works like new computer and from there you can go in irctc site from another account.
