See for tatkal time Sbi Net-banking is fastest option for payment in IRCTC. It also have options for Online and Offline OTP to be generated from "State Bank Secure OTP App".
And Vijaya bank Netbanking is also fast as it does not ask OTP.

You can also go from IDBI or ICICI net banking as you can generate OTP before tatkal time in these bank. And these bank goes fast even in takal time also.

And if you want to use debit card than Bank of India debit card is fast from other bank debit cards.

Mostly debit card of other banks hangs at tatkal time that is why it is preferred to pay from Sbi Net-banking .

Net-banking of Some banks also take much time like Bank of Baroda, Axis bank.
