Mobile Number Can't be Change because you have changed it already
If you want to update your mobile number in IRCTC .So you should have a new mobile number which is not already registered in IRCTC.

I got the same message when i was changing my number so it is helpful to me that i came across this thread now i will add any other which i have not used before.
