RE: Travelling when only one seat is confirmed others waitlisted

I hope it is E-ticket. In case of I-Tickets all can travel.
Recently cancellation rules have been changed for E-tickets to increase Railways earnings. Previously in case of E-Tickets all wait listed passenger names were dropped and their money refunded automatically but now even if single seat is confirmed then no seat will be cancelled automatically and names of all passengers will appear in TTE charts and all will be allowed to travel. But no special accommodation will be provided for those wait listed. If the confirmed passenger fails to travel then wait listed passengers may not enter AC coaches but can travel.

In case all are wait listed then their money will be automatically refunded and their names dropped from TTE charts.

So the short answer to your query is yes your wife can travel along with two children. But as a precaution carry ID cards of every person while traveling.
