Very soon you'll be able to book retiring rooms online right from IRCTC account. But at the moment this facility isn't there. Read the latest news story here: http://articles.timesofindia.indiatimes.com/2013-06-18/allahabad/40048282_1_platform-tickets-retiring-rooms-photograph-and-credit-card

Right now you can book retiring rooms for other big stations by going physically and giving a request for online booking of dormitory room. This facility is available from select stations only like Metro ones, Haridwar etc.

So to book room in Mumbai from Delhi, go to station in Delhi and there you can do it so.
