RE: August Kranti Rajdhani Ticket Waitlist Travel Doubt

As per latest train rules even if one person's ticket is confirmed, the wait-listed passenger's tickets will not be automatically cancelled in case of E-Tickets.

In case even single seat is confirmed all passengers in the ticket who are wait-listed can also travel but only in non-AC coaches. AC coaches have a load limit so TTE's or train coach conductors can't allow more passengers than a limit otherwise AC will not be effective.

So in your case all wait-listed passengers can travel in non-AC coaches but your train does not have any non-AC coach. So the wait-listed passengers in your ticket will need to take permission before boarding the train from the train TTE. If allowed, all the wait-listed passengers will be allowed to board the train but there is no guarantee that berths will be allocated to them. In any case if allowed to board, you will not be allowed to cancel and obtain refund of ticket.

In case if wait-listed passengers are not allowed to travel, then you should obtain from the TTE a "No-Room" certificate which will act as a proof that those passengers never boarded the train, then as per the cancellation rules you'll need to file TDR within specified time limit of departure of the train described here in cancellation of time limit of tickets.

In case of I-Ticket you can file the TDR across the counter at the station sometimes up to 2-3 days after the train departure if you've proof of not traveled. In case of E-Ticket you must file TDR strictly within the specified time limits but you can't submit no-room proof online, just keep it safely since in most of cases e-ticket refunds are either never paid or paid maximum of 50% instead of say full refund minus Rs. 30 ( updated cancellation charges of wait-listed/RAC tickets).

However you can cancel the wait-listed tickets and only these cancellation charges will be deducted unless chart is prepared.

Remember in case you file TDR without a No-Room certificate from TTE that you never traveled, your refund will be delayed and at worst never paid to you since Railways will first check TTE's charts to verify those indeed never traveled and all this kind of reports take no time getting lost into Railways bureaucratic setup.
